On October 8, 2005, an earthquake measuring 7.6 on the Richter scale occurred in the Pakistani part of Kashmir (Azad Kashmir). 86000 people died and as many were
injured. Millions were left homeless.
On October 27, 2005, Pakistan Post issued a miniature sheet with 8 stamps of 4 Rs (rupees) each, i.e. 32 Rs face value in total. The miniature sheet was sold for
100 Rs. There was confusion within the Pakistan Post, because on the one hand it was announced that the total amount of 100 Rs should go to the "President's Relief Fund for Earthquake Victims
2005", but on the other hand the Post was entitled by law to the face value revenue (here 32 Rs). The sale of the miniature sheet was then stopped. The Minister of Communications promised to
solve the problem as soon as possible.
